Aimed at encouraging first-time employment in Bihar’s private sector.
Prime Minister Narendra Modi, during a recent visit to Bihar, unveiled a significant incentive program designed to promote employment among the youth in Bihar’s private sector. Under the First Employment Incentive Scheme, first-time private sector employees will receive a one-time financial support of ₹15,000.

This initiative, part of Skill India Mission 2.0, targets young first-time employees registering with the Employees’ Provident Fund Organisation (EPFO) on or after August 1, 2025. It aims to foster job creation in Bihar’s Tier-II and Tier-III cities.
Eligibility Criteria for the Incentive:
- Must be a resident of Bihar.
- First-time salaried employee, not previously enrolled with EPFO.
- Monthly salary must not exceed ₹1,00,000, as per the national ELI scheme guidelines.
- Must be employed in an EPFO-registered private firm or MSME.
The program is anticipated to benefit over 2 lakh youths in its initial phase. The ₹15,000 incentive will be directly transferred to the beneficiaries accounts through the Direct Benefit Transfer (DBT) system. The launch of the registration process is expected by August 2025, with details soon to be released on the official portal.
The scheme not only supports employment but also complements the government’s efforts towards self-reliance and enhances existing initiatives like PMEGP and Pradhan Mantri Kaushal Vikas Yojana.
